Within the framework of the SMOOTH project and the long term land-use planning policies voted by the elected representatives of Pays des vallons de Vilaine (PVV) this year, PVV is developing a soft mobility plan (‘soft mobility’ is a term for active travel modes, in particular walking and cycling). The target of this soft mobility plan is to consider soft mobility as a major mode of transport. In a rural territory, this is a very ambitious undertaking, but this work is necessary to change travel habits.

4th November 2011 a call to tender was launched to realise a soft mobility plan in Pays des vallons de Vilaine, This study will be encompass the development of a soft mobility service offering, as well as its promotion.

Indeed, there are six targets in this study:
1) To define the principal orientations of the soft mobility plan
2) To engage with elected representatives, users and associations to understand their views on existing and desired services
3) To list existing services and to evaluate their quality
4) To propose new services and solutions adapted to the territory
5) To consider the role of inter-modality projects in the territory (improvement of railway stations and bus stops)
6) To develop a soft mobility communications plan and to propose an awareness campaign

PVV want to start this study in the beginning of 2012 and finish it before 2013. It is the first time that Pays des vallons de Vilaine has launched a study about soft mobility. We have therefore suggested in the call to tender, that candidate consultancy experts propose a methodology, a timetable and priorities. The call to tender closed 9th December 2011, and PVV will select two or three candidate consultancy experts and to call them for an interview. During this interview, the candidates will have the opportunity to explain to PVV their methodology, timetable and price. PVV will subsequently select the winning candidate.
